1. Stain
Stain probably deserves to be called an anti-hero more than a villain.
The reason is, Stain doesn't want power or wealth, but he just wants to get rid of heroes he thinks are fake.

Thus, Stain wanted to rid the Hero Association of those people by killing them one by one.
2. Re-Destro
Re-Destro is a descendant of Destro and was the leader of the Meta Liberation Army before being defeated by the League of Villains.
Re-Destro has the same goal as Destro because he wants to create a society where everyone is free to use their Quirk however they want.
In the world of My Hero Academia, Quirks should not be used carelessly.
The only one who can use his Quirk freely is Pro Hero.
While Re-Destro may just want freedom, its goals could lead to more crime and discrimination against Quirkless.
3. Tomura Shigaraki
However, his father, Kotaro Shimura, hates heroes so much that Nana has abandoned him.
Kotaro often tortures Tenko whenever he talks about heroes and his whole family is afraid of Kotaro.
One day, Tenko awakens his Quik for the first time and accidentally kills his family.
When Tenko roams the streets, no one wants to help her because of her scary appearance.
Eventually, Tenko was adopted by All For One and his name was changed to Tomura Shigaraki.
Now, Tomura has become the most dangerous criminal with the aim of destroying the world.
4. Twice
Twice actually became a villain only because he needed a place that could accept him.
After an accident, Twice loses everything, from his home to his job. In his downturn, no one accepted him so he used his Quirk as a friend.
However, after living with their clones for a long time, they began to attack each other so that Twice suffered from a personality disorder.
When Twice had no one else, the League of Villains was the only place willing to accept him.
5. Himiko Toga
Himiko Toga actually has a motivation that is not much different from Twice because he just needs a place that can accept him.
Because his Quirk is related to blood, Himiko has a strange affinity for blood.
This finally makes Himiko not accepted by society and even her own family.
While her friends bullied her, her family can only demand Himiko to be a normal girl.
Then, Himiko finds the League of Villains, the only place where Himiko can be herself.
